An ERC-20 USDT transfer cannot go through without ETH, which is a common dead end for people who want ETH in the first place. If you also hold USDT on another chain, such as TRON or BNB Smart Chain, select that version in the widget and pay that network's fee. Otherwise you need a small amount of ETH from elsewhere first.
You can, because both assets are on Ethereum and use the same 0x address. Many people do this to top up gas in the wallet they already use. Exchange deposit addresses also work, as long as the exchange credits ETH on Ethereum mainnet.
