USDT is issued by Tether and USDC by Circle. Both are designed to track the US dollar and both have run on Ethereum for years. They differ in reserve reporting and in which platforms accept them, which is the usual reason people convert one into the other.
You can choose another USDC network in the coin selector, including Base, Arbitrum One, Polygon, Solana, OP Mainnet, Avalanche C-Chain and BNB Smart Chain. Your receiving address must then belong to that network, so a Solana payout needs a Solana address rather than a 0x one. This page itself defaults to Ethereum.
On the default settings it is, since both tokens are ERC-20 on Ethereum. The deposit and the payout are still two separate Ethereum transactions, each with its own gas cost. The USDT lands at a one-time deposit address made for this order, and the USDC payout is sent to the 0x address you entered.
It needs some ETH because Ethereum charges gas in ETH and an ERC-20 token cannot pay for its own transfer. The gas for the USDC payout is different: it is already deducted from the estimate, so you do not pay it separately.
